Dear Sir/Madam

Please enclosed find our comments on the Draft Bali Declaration as follows:

-Para 8- Acknowledging the achievement of the Global Programme of Action (GPA) during the period 2012- 2017 and the commitment to the subsequent programme for the period 2018 - 2022 to prevent, reduce, control and eliminate marine degradation as a result of land - based activities as integrated activities on land, coastal and marine environment.

-The GPA Programme of work for the period of 2012-2018 was mainly focused on training,  workshop meetings and National Plan of Actions non of these activities has direct impact on prevention, reduction, control and elimination of marine degradation.Likewise for the programme of work during 2018-2022 has opffered three options.Therefore, first the outcome decision of the member countries on the offered options should be concluded first.

Decision number 1.Enhancing the mainstreaming of the protection of coastal and marine ecosystems, especially from the environmental threats caused by increased nutrient, wastewater,marine litters and other coastal and marine issues, including their impacts on the national policies of each member state.

What kind of issues? It should be mentioned, because commitments should be clear. The word " including is suggested to  be replaced by" and".

Dicision  Number 2. The nature of this decision is more of the GPA' responsibilities rather than those of the memeber countries

Decision Number 4...... establishment of five regional coordinators of GPA namely African, Asia - pacific, Eastern European, Latin American and Caribbean, Western European and Others. The  environmental threats caused by increased nutrient, wastewater,marine litters are quite prominent in the Persian Gulf, Sea of Oman and the Caspian Sea. Neither during the last reporting period nor for the next period any activity is foreseen in these regions. There are two regional seas programmes under two Conventions namely the Kuwait and Tehran Conventions. Both the aforesaid Conventions have ancillay protocols i.e. Pollution Control from Land Based Activities and Sources. It is of vital importance to have a coordination office in the region encompassing all the littoral states (11 member countries). I.R. Iran would like to offer hosting such a Coordination Office serving the Persian Gulf, Sea of Oman and Caspian Sea littoral countries or even other nearby countries which are not covered by the proposed five Coordination Offices.

Decision Number 5. May the member countries reach consensus on continuation of the  GPA Coordination Office the Programme of work for the duration of 2018-2022 requires amendments. Because the main focus of the work is on workshops, meetings and trainings and it does not include any cooperation on actual activities. Resource mobilization strategy is lacking and the entire responsibility of  raising financial support or funding  is deligated either to member countries or UNEP. Moreover, the other emerging issues should have been by now  identied and supported by scientific evidentiary documents( during 2012-2018 ).

 

In conclusion we believe that eventhough the decisions are of voluntary adherence nature there should be more bone to the commitments by mentioning concrete actions. In the preamble we also suggest to mention the role of other Conventions such as Basel, Stockholm, etc...and in the decision section agree on  one or two constructive collaboration and cooperation  with them. In this declaration, role of the UNEP is vaguely described. There is no timeline and decisions are too general.

Dear Sir/ Madam

It is very important to maintain geographical balance while designing the future programme of work. Some regions such as the Persian Gulf, Sea of Oman and Caspian Sea have not been included in the previous programme of work (during the 2012-2018) and there is no indication if they are going to be actively involved in the current programme of work. The pertinent environmental issues such as increased nutrient, wastewater, marine litters are of great concern in the aforesaid region and conceret cooperation and collaboration with the existing global initiations such as GPA is very much needed.
